PURPOSE: To apply course material to create a successful bid proposal for the 2029 FISU Winter Games to be hosted in Canada.
SCENARIO:
U Sports has been actively soliciting partner universities and cities to consider bidding on and hosting upcoming FISU championships and multi-sport games. Given Canada’s track record of being within the top countries for sport hosting, strategically this makes sense. However, given tourism challenges with the recent Covid-19 pandemic, the turn in the economy and cost of inflation, hosting an event of this magnitude must end up with the right host community with the capability to deliver. At the end of the bidding period, U Sports will determine which bid submission best meets the needs of FISU and best represents what Canada has to offer as a competitive host.
The FISU Winter World University Games are hosted every two years involves approximately 2,500 athletes, staff and officials representing 50 countries. It can involve up to 12+ sports. It is typically hosted over a period of 11 days. Eligible athletes are those enrolled in studies at the post-secondary level and fall within the age range of 18 – 25 years. The next host of the 2025 Winter Games will be Torino, Italy.
Several Canadian cities have considered and reached the final stages of bidding on winter multi-sport games in recent years. Some have also been successful in hosting. These types of games have included the Winter Olympics, Canada Games, Artic Games and Special Olympics. There have also been hosts of many world championships and world cups of sports that would feature within the sports menu for the FISU Winter Games.
U Sports must quickly determine who to endorse as Canada’s bid candidate for this once in a lifetime opportunity to host. Your group’s role is to help provide U Sports with a strong proposal for a bid candidate by providing a bid proposal for the candidate city and/or region that you feel will be the most capable of hosting such a prestigious event.

Introduction:
Vancouver, alongside the University of British Columbia, gets one of the most robust arguments: an excellent mix of natural beauty and big city living, to host the 2029 FISU Winter Games. A perfect environment for winter sports matched with an active city experience for athletes and visitors is Vancouver, with beautiful nature and vivid cultural life. The community′s excitement in relation to just having the experience of an Olympic bid means that it is very strong and self-driven to hold a global sporting event of this size. The Games plan of the City will leverage the multicultural city in delivering programs for cultural exchange and bringing unity among different cultures, in accordance with hosting sustainable sporting events and education legacies in sports management with UBC under the 2020 Greenest City action plan. The initiatives are meant to offer a memorable experience to the participants and the spectators therefore, it leaves behind a lasting legacy in terms of economic growth and infrastructure development for benefits flowing out from the Games.
Vancouver′s history of hosting large-scale events has been a big help in getting the experience to be sure that infrastructure and logistics are ready for a FISU Games-sized event. Experience has shown that this, in addition to the commitment of the city towards being a real host of a world-class city, will greatly add to its reputation as a host city. The operationalization and implications of these aspects for the bid are critically underlined in the city′s message: Vancouver is not just a capable host city but really wants to and is going to be able to deliver an awesome global sports experience.
In conclusion, from nature to culture and sport to the FISU Winter Games 2029, Vancouver welcomes the world. It ensures not only sportsmanlike competition but also a celebration of the unity of nations and community spirit that sets the standards under the backdrop of one of Canada′s most picturesque and dynamic cities.
SECTION D: Operational Plan/Sport Technical
· According to the FISU guidelines, host cities must work to select a minimum of 10 core sports as part of its competition menu. The Host community may also select up to an additional three (3) sports to host that you feel strongly align with hosting in Canada and your region. Select 3 and provide the rationale for doing so taking into consideration the athletes that FISU represents. You must also work towards gender balance for sport offerings. Ceremonies & Special Events
· Provide an overview of the plans for the Games Opening and Closing Ceremonies including such information as location, dates, and any other preliminary details.
· Provide an overview of the plans for the event’s Awards/Medal Ceremonies including such information as timing, locations, and any other preliminary details.
· This section should include plans for community involvement; together with any special events or social activities which would add a festival-like atmosphere to the hosting of the event (think Cultural Impacts). Think about the social activities that bring athletes together. Also, how will you make the medal ceremony special.
· FISU also has events that they are required to host as part of the Games to facilitate learning, research and leadership. Make sure to look further into the documents provided by FISU to identify these events.
Recommended length of section: Minimum of two pages
Hot tip: Again, use creativity to detail concepts, images for places in city/region that might be utilized to help convey a sense of excitement. You do not need to produce a detailed schedule but at least demonstrate proof of concept (e.g., will you do something every night, just on weekends, athletes & general public, or just public, etc.). Think back to your impact assessment assignment.
