You are a department manager (mid-level manager) in charge of maintenance at the Wood Mill. As a
manager, you have several responsibilities as you will see shortly. The Wood Mill has a lumber yard
where logs are sawed into boards. It also has a pulp plant that makes paper, and a pelletizing operation
that makes wood pellets, a low carbon alternative for coal to be used in energy production.
You are the Assistant Safety Manager, which means you act as the Safety Manager when Ted (safety
manager) is away. The Assistant Safety manager position also requires you to be a first responder and a
member of the fire brigade when necessary. Ted is the safety manager and rarely needs any assistance,
so you are really mostly a blank filled out on the organizational chart. You were selected for the assistant
Safety Manager because you run the maintenance department. You have operational knowledge of all
the machinery in the plant.
It is Friday, September 28th. Usually, the weather this time of the year is hot and humid, however,
yesterday a Nor’easters blew in from a Canadian cold front. You woke up to a temperature of only 52
degrees and rough seas. You are located in northern North Carolina. The plant is located on an island in
the middle of Albemarle sound. The island is roughly 12 square miles. There is a residential area on the
island and a small shopping village. There are two bridges that access the island from the mainland. One
bridge has ocean access and is a drawbridge. The other bridge accesses from the marsh, an old bridge of
steel construction that is narrow and has past its estimated usage time. However, the DOT has the
bridge on the replacement list as it failed the last two inspections. However, the DOT has not closed the
bridge.
Most of the administrative staff work the day shift. They come in at 8 AM and leave around 5 PM,
Monday through Friday. At 4:37 PM two critical events happened simultaneously. A solar flair erupted
creating an electromagnetic pulse that killed all electronics within a 50-mile radius of the island. All
electronics failed. At the moment of the flair, the drawbridge was open for marine traffic, thus locking it
in place. All motor vehicles in the radius became inoperable. Most of the administrative staff left early
for the weekend, including the safety manager. Most were on the other side of the bridge. Additionally,
a small single engine aircraft, crippled by the electromagnetic pulse, crashed into the embankment of
the old bridge, igniting a fire that is spreading through the strip of woods, heading for the pelletizing
plant.
This is what you know for fact:
1. Electricity is out at the plant and village. Back up generators are coming online.
2. Fire has been reported moving toward the pelletizing plant through the woods.
3. Safety manager and most of the upper management are not on site.
4. Telephone systems are out.
5. People walking back from exit route tell you the new bridge is locked open and nothing can
come on the island.
6. You have 212 people at the 3 facilities of the plant. There is approximately other 175 residents
of the island that are still there.
