The bibliography is complete, but the citations are incomplete or with serious format errors.

Minimal engagement with topic; lacks clear focus; provides little-to-no evidence to support argument; some, but insufficient, use of appropriate resources; poorly organized; contains many serious stylistic and mechanical errors (no evidence of proof-reading); citations are incomplete and/or have serious formatting errors. The bibliography is incomplete (needs to do more research), and citations are incomplete and/or with serious format errors.
